September 11, 2012 Ms. Jill Sugarman Reports Analysis Division Federal Election Commission 999 E Street, NW Washington, DC 20463 IDENTIFICATION NUMBER: C00431171 REFERENCE: JULY MONTHLY REPORT (06/01/2012-06/30/2012) Dear Ms. Sugarman, This statement is in response to the Commission's letter dated August 7, 2012. The Commission requested additional information on seven items. First, the Commission requested clarification on contributions that appear to exceed federal limits. The individuals, partnerships, and PACs who appear to have exceeded the contribution limits have not. Any amount over the federal contribution limits has been refunded, reattributed within the 60 days, or re-designated to the Committee's General Election Account. These refunds will be reflected in subsequent reports. Second, the Commission requested clarification on donors who had mailing addresses outside the United States. Our Committee has safeguards in place to ensure that all contributions are made by eligible donors only. Third, the Commission requested clarification on contributions that appear to be from corporations and/or labor organizations. Our Committee has safeguards in place to ensure that all contributions are made by eligible donors only. Fourth, the Commission requested clarification on contributions that appeared to be from an LLC that was taxed as a corporation. Our Committee has safeguards in place to ensure that all contributions are made by eligible donors only. Fifth, with respect to the non-federal committees listed, our Committee has safeguards in place to ensure that these committees used permissible funds for the contributions. Six, the Commission requested clarification on contributions earmarked through a conduit. The total amount earmarked by the conduit as shown in Line 17(c) of the report and the contributions disclosed in Line 17(a) differ by an amount that represents unitemized contributions. No further itemization is required under FEC regulations. Seventh, the Committee has reviewed all reimbursements to individuals for travel and subsistence and confirms that no further itemization is required under any Commission regulations for these expenditures.
